Canyon County: Feds have no claim to Lake Lowell

County commissioners plan to assert that the U.S. Fish and Wildlife Service, which is in the midst of developing a Comprehensive Conservation Plan for the Deer Flat National Wildlife Refuge, has no authority over the lake that’s the heart of the refuge because the water belongs to the farmers who use it for irrigation.
